Joana Barbulescu, B.Sc., RCDD
Director of Business Development
Joana brings a unique blend of business management, solid technical knowledge and dedicated personal commitment to AXIS Technical Services.
She graduated from McGill University with a B.Sc. in Mathematics and later received the Registered Communications Distribution Designer (RCDD) accreditation BICSI from (Building Industry Consulting Services International) in recognition of her expertise in communications cabling design.
Joana’s proven expertise in large scale project management and implementations that carry a high degree of difficulty ensures that AXIS Technical Services provides the optimal solutions to client needs.
Joana is an active member of FWE-Forum for Women Entrepreneurs, BICSI and the Vancouver Regional Construction Association (VRCA).
Bob Fedoruk
Director of Sales
Bob is a co-founder of AXIS Technical Services and brings over 12 years of industry expertise to the team. His professional approach is to build long-term relationships with each client and every employee.
Bob has a broad background with a professional history in structured cabling sales and implementation. He has a complete knowledge of the industry having worked as a technician, supervisor, project manager and distribution sales representative. Bob will work with clients to determine what products are needed, source them and facilitate installation so that projects gets done on time and to the customer’s complete satisfaction. His integrity and commitment to customer service make him an invaluable resource.
Irv Loewen
Technical Director
One of the founders of AXIS Technical Services and the director of operations, Irv personally handles some of the more demanding projects that AXIS Technical Services implements. An electronics technician with a background in construction and telephony, as well as more than 15 years in structured cabling, Irv enjoys the challenge of finding innovative solutions for communication room transformations and data center installations.
He drives the AXIS Technical Services company culture of functionality combined with aesthetics that produces the distinctive communication room cabling on our portfolio page.

Andy Berg
Senior Project Manager
Andy Berg brings 25 years of experience as an electrician, telecommunications technician and project manager to the AXIS Technical Services team. He has managed some of the most complex projects in his industry for Intel, Nokia, Simon Fraser University, and the Fraser Health Authority.
Over the years Andy has specialized in physical layer power and cabling for networking. His experience includes high voltage substations, UPS installations, outside and inside plant fiber optic cable installation and all mediums of voice, data and video transmission.
Andy has industry certifications from Belden and BCIT and holds a class A (unrestricted voltage) Interprovincial Red Seal Certificate of Qualification.
In 2007, Andy was selected by BICSI from applicants across Canada to be a part of a DACUM panel which updated the BICSI Installation program, ITSI manual, curriculum and credentials.
Michael Matte
Foreman
Mike adds over 25 years of progressive professional experience in voice/data communications and IP video surveillance to the AXIS Technical team. Previously, Mike worked extensively with Bell Canada and managed his own telecommunications wiring business.
Mike is Belden certified and is an expert in outside plant installations.
He worked with the Canadian Disaster Recovery Team after Hurricane Katrina, restoring telephone service to hundreds of homes and businesses.
Mike Scott, BA, Psychology, SFU
Foreman
Mike Scott brings to AXIS Technical Services over 10 years of extensive experience in both commercial and industrial electrical and data wiring.
Mike holds his Interprovincial Red Seal Certificate of Qualification, and is Belden certified. His expertise and background ensures that both customers and employees are managed professionally and that all projects run smoothly and efficiently.
Saul Halpern,
Foreman
Saul started his career in sound mixing and stage lighting in the Canadian music industry. He has over twenty years of experience in installation and implementation of voice, data and security systems as well as a vast knowledge of audio visual installations, nurse call, paging and intercom technologies.
Saul holds certifications with Belden, AMP/Tyco and Pelco. He is also licensed for security installation in the province of BC.
Over the past 10 years, Saul has been involved with the implementation of large-scale integrated communications projects for major institutions in the Greater Vancouver market.
